I'll go with Black Lighting, as he defiantly has the range advantage as well as his force fields, and his reflexes are super human themselves. And if the need calls for it he can assume his electrical forms to fall back to a  safe distance to keep the battle as a long distance one.

I'll give it to Black Lightning his attacks are hard to dodge and he can use them in a very wide radius.They been shown taking out tanks, mansions and he had an impressive fight with Geo Force. He can also fly and even if this fight start at 15 meters he has shown blocking machine gun fire point blank with his protection shields.

i am gonna side with Black Lightning. 
i feel people are leaving out the fact that some of the high chi channel was done out of combat setting where IF was given the time to go uber.

Since there isnt any prep time or info on the opponent given...how often does Lightning stay only long range and/or instantly engage his shields in a fight with an unknown person? I think he could win, but it depends on what techniques are chosen to start the fight... 
 
Oh, there was an iron fist vs magneto thread a few weeks ago that pointed out that Danny has been able to tap into the EM spectrum (something to do with a train or something I think, i could be wrong...). Maybe he could try something like that again? Depending on the surrounding factors...?

IF has range attack too. He can project his chi in a energy strike. His chi has also done a lot more damage than any "force field BL has ever generated would stop. with a single Chi strike he's brought down a high rise and stopped a train. It's a stomp read immortal IF

Black Lightning his range alone and power source gives him a significant advantage.

Danny wins. Both have range attacks, Danny's obviously the more skilled if it gets up close. Dannys out-reacted bullets after they've been fired and has FTE speed, and I'm not sure of Jeffersons speed feats..

Iron fist should win at least 6/10. He should be able to dodge BL's attacks.

I’m a few episodes behind but IMO while Danny is more skilled, Jefferson’s powers have immensely more variation and applications. So I’m going Jefferson for a majority unless he tries to go into H2H
