This would be a close call. For some reason magic seems to effect more than science in comics so I will go with Thor's god-blast due to it's mystical properties.

Thor's god-blast. This isn't even close. Black Bolt's scream is said to only be as strong as a nuke. Thor's god-blast has done much more. He's destroyed mountain's from miles of radius, crushed Exitar's dome and forced Galactus to flee. It doesn't only do damage, it has also dimension dumped foes, and healed stars which were galaxies away.
His voice, at maximum force, produces an effect equivalent to that of a nuclear weapon. A single nuclear weapon does not possess even relatively close destructive power to that needed in order to destroy a planet. And that's according to Marvel, and their Handbook.

That's what Black Bolt would be like, if he had an upgrade with extra amounts of energy. It says right there "an excess of consuming energies in his throat, the power accumulated by Ronan's distant, cruel punishment".
While it is possible that Black Bolt's effectiveness has been upgraded since his last Handbook entry, this is what Marvel's description of his quasi-sonic scream was:

No doubt they are both powerful. I'm going to go with Thor because I think that the godblast would cut right through Black Bolts sonic wave. Also, Thor can definately withstand WAY more punishment then BB can so even if he packs enough power to level a mountain it will still take a few to flatten Thor, whereas Thor just needs one shot with the god blast to destroy BB and BB has no way of blocking it.
Question; can Mjolnir absorb BBs sonics? I know it can absorb massive amounts of energy to be rereleased as an equally powerful blast, but not sure if Mjolnir can absorb sound or not... Anyone?
Black Bolt's full force has never been close to being shown since he has never come close to a full scream and he can amp up the power of his full scream ten fold by displacing the electrons in his body and all around him to just in his scream. Weakening him vastly in the process the results are devastating as could be imagined.

Pretty much all of you are missing the whole point of Black Bolt's voice... Let me put it this way.. Imagine if he yelled an entire sentence or better yet, A WHOLE PARAGRAPH OF WORDS at Thor. You guys keep using the power of a spoken word as a comparison to Thor's God-Blast. He can say more than ONE WORD! Just think if he never stopped talking until he died of exhaustion.Can you really say he wouldn't defeat Thor? And i will say this: If Thor had a surprise attack on Black Bolt, Black bolt would most likely die from the impact. If Black Bolt could see Thor attempting the attack, he is more than capable of evading with his speed and midst dodging, he could just scream the SENTENCE, "TAKE THIS, YOU FOOL!" And succeed. And who ever said a nuclear bomb can't destroy a planet??? We have weapons that could surely wipe earth out of existence in real life, let alone a Marvel Universe. The Atomic Bomb had ONE split atom and ended a war. Imagine if one NUCLEAR BOMB had thousands of split atoms. In all actuality, it is kind of unfair how powerful Black Bolt is and if the writers for Marvel really wanted to, they could write a comic of him defeating pretty much any opponent individually. It would take a team to defeat him and stealthiness. And here, mentioned, was only ONE of black bolts powers! Let us not forget he can do MUCH more than just use his voice.

That is probably the most interesting point brought here: Thor is certainly the most powerful and durable of the two, be he is nowhere near as clever nor wise as Black Bolt always been described along the years.
It would also be interesting to see Black Bolt talking at length to anyone: a four of five minutes speech would certainly deliver quite a punch.

Secondly, The reason his powers vary so widly is because it depends on his emotional state, if he is angry or distraught it is considerably more powerful. Also, his voice does not do sonic damage, it is ripping the electrons from atoms in everything it touches, thus causing a small nuclear reaction, hence it being compared to nuclear bombs. Also, BlackBolt once spoke a single word to both the Sentry and Thor, and killed them both, disentegrated them. As for the scan, the antanae does not keep him alive, it helps him keep is powers in check, or he actually would destroy everything.

cosmic beings fear black bolt's voice and thor can't do the galaxy busting and celestial hurting attack by himself the attack that did that was channeling energy from many asgaurdians.
the god blast thor does on his own is much less powerful.
black bolt's voice can reverse a black hole and rip holes in reality.
Its goofy to post this scan where black bolt doesn't even use his power, especially since its not really a character battle. But id go with black bolts super mega scream of radness.
