Best criminal masterminds in Marvel?

The two that come to mind are Kingpin and Sebastian Shaw (leader of Hellfire club). There was an X-issue where they teamed up in Hong Kong in order to obtain the key to the legacy virus. 
 
Who are some even greater criminal masterminds in the Marvel world? Let's avoid Doctor Doom types, who are more like evil "take over the world" masterminds -- keep it slightly more 'local'.

I wouldn't call Magneto a "criminal" mastermind.. he's in the same league as Doctor Doom, and Magneto's goals are not the same as a ganglord's by any means. "

1) The Hood " behold the gang he has assembled"
2)  Sebastian Shaw " hell fire club are always trouble"
3)Baron Von Strucker " however his name is spelt"
