Have you ever watched DBZ? Characters power up all the time and get exponentially faster. Characters with higher power levels are faster than ones with lower power levels and this is shown all the time. The only times this wasn't the case was with the upgraded super saiyan forms used in the cell arc, great ape forms, and Dyspo's superspeed. The former two are explicit weaknesses which are specified by the series. If I need to prove something so simple of a concept then I can't help you. It's like asking me for proof of Naruto using chakra.
