@darknessdevil: The movies are done via time delay since the script had to be done a head of time and can't wait for the manga which comes out monthly with each chapter. It was stated by Toriyama that cell maxx would be more powerful than broly if it was fully completed which gives us a time frame of when DB super heroes takes place which is post broly and pre moro arc.
Beast Gohan wins. Beast Gohan is far stronger than Incomplete Cell Max, and Complete Cell Max cannot be defeated by Broly according to Toriyama. Given the parallels to Kid Gohan/Cell in Adult Gohan/Cell Max, a Complete Cell Max can probably be analogous to Super Perfect Cell, which would put Beast Gohan above Broly. Let's lowball and say Beast Gohan was at least equal to Broly as befitting the concept of the former being the strongest according to Toriyama. According to Uchida Broly was still above Moro Arc Perfected UI Goku and consequently Angel Moro, which would put Beast Gohan above them too.

Let's say Cell Max is only a little weaker than Broly. Well that still doesn't matter given Broly is considered fodder in the manga unlike in Superhero. Goku said Moro 7-3 was the strongest foe he had ever faced up to that point which includes Jiren and Broly. Whis stated at the beginning of the Granolah arc that he didn't know of any mortals stronger than Goku and Vegeta in the universe which includes Broly. Toyotarou stated Granolah Goku and Vegeta are the top 3 strongest mortals which included Broly and he also was talking about people Goku still has to surpass and he mentioned Grand Priest Whis(angels) and Beerus. Never mentioned Broly meaning Goku had surpassed him. Moro 7-3 can already win against Gohan given he one shotted UIO Goku while suppressed. That same Moro 7-3 breaks his hand trying to punch MUI Goku. Compare that to the way weaker Cell Max just not doing any damage to Gohan. Angel Moro was almost equal to MUI Goku whose mere body breaks the hand of a being way stronger than Broly. Gohan most likely breaks his hand punching Angel Moro. Actually ther might be chance we're Toyotaro will have a synopsis of super hero in the manga just like how he did with broly before the Moro Arc. So that will place it in the manga continuity.

This is Angel Moro. He is equal to MUI Goku at his absolute peak, coupled with incredible regeneration abilities and copying abilities which he can employ the instant Gohan slips up.
Unless Gohan is somehow stronger than peak MUI Goku, Moro wins this decisively.
