Batman has his "Arkham Knight" Gear and Gadgets (No Vehicles)

Shocker only has what is shown in video.

Win by KO or INCAP

At night.

No civilians

MAP

Takes Place in Gotham City Bank

Batman might be able to win with stealth.

It's a bit easily to say, but I think Batman would likely take a majority.

Shocker should win. Its kind of hard to argue speed feats for these two (since its the player who controls the characters) but Shocker should be able to tag him and win via one-shot. Batman does have a chance if he EMP's him but Shocker is likely the safer bet.

At first I was thinking Shocker due to a range advantage, but if you think about it Batman has a decent range advantage too, if not better with batarangs, freeze grenades etc.

I’d say Batman takes a majority, he’s just got to many tricks up his sleeve
