Yes she does. The biggest things Batgirl has going for her is move reading, and Nemesis has that thanks to her empathy. Also, in a recent comic it was shown (and I mean explicitly stated) that all the Coda are so combat oriented that fighting is another language to them. Between the two of those, I don't think Cassandra has any better move reading abilities than Nemesis, and if anything, Nemesis' might outstrip hers by quite a bit. Then there's the superhuman stats (not Majestic level, but better than humans), indestructible blades, guns, bombs, and forcefields.

The two series i have with her doesn't show her to be much. She is no Zealot.

A teenage street-leveler, or a millennias-old coda-trained female creature of death with swords that can cut through anything... Tough choice, but I'll have to go with the woman who inspired the stories of the Greek goddess of vengeance over "Batgirl".
