I think Azula would win, Kuvira would carry but I don't think she's powerful enough or has the speed to give azula trouble, Azula is also very agile so ghazan's lava shouldn't be a problem.
Team destroy, Kuvira alone would beat her in a place like republic city which is cased in metal and tall earth structures. Adding Ghazan and this becomes a 10/10 easy win for team earth. Both Ghazan and Kuvira can one shot azula, she can’t afford a single mistake.
Ghazan's power+battlefield manipulation and Kuvira's speed+precision are enough to give Azula great 1v1s each. Put them both together and it's an utter curb-stomp honestly.
Oof can't see Azula winning this one. She puts up a fight but Kuvira is very dangerous on her own. Ghazal just has to keep Azula occupied for a second and Kuvira would hone in on the openings like crazy.
no character that isn’t the avatar can take 2 high tier opponents at once without significant advantages (which azula doesn’t have here). ghazan may not have the best feats but he’s still high-mid/low-high tier by feats and scaling. realistically azula loses and kuvira is already a challenge on her own.
