Apparently the pacifista's Light beams are based off Kizaru's DF so in some way they can move at the speed of light.

But further on into the anime/manga Luffy becomes faster due to G4 Snakeman and his current speed in base form for Onigashima war.

Round 2: Guy mid-high diff due to Sanji having raid suit powers and the speed but guy will eventually get him.
