Although I would say that Atom Smasher is the stronger and more durable when at maximum sizes, Hank Pym also has the ability to shrink objects due to his many years exposure to the shrinking version of the Pym Particles. He could use this ability to reduce Atom Smasher significantly in size and then beat him up.
