Ras is the best sword user out of these four, but I doubt he wins. It'll come down to Oliver and Sara. At this point I don't know who wins between the two.

Ra's>Oliver=Sara>Slade in terms of a swordfight.

Oliver never surpassed Ra's in combat with swords, and Slade doesn't have the feats to keep up with everyone else here. I'd put Oliver and Sara on a pretty similar level with swords through scaling (though Oliver>Sara unarmed or with blunt weapons).

Oliver stomped Merlyn in S4 with swords, and Sara has a fairly similar feat of stomping 70s Darhk in the LoT S2 finale with swords. (She stomped present-day Darhk in a swordfight in LoT S3, but he kept trying to evade her by escaping onto a higher level of the building etc so we don't know how long it would have taken in an open field.) We then have a direct fight between present Merlyn and 70s Darhk to compare themc in LoT S2. Darhk gained the upper hand in a swordfight pretty quickly and knocked Merlyn to the ground, but then let him recover - they then disarmed each other and stalemated each other in a knife fight. Oliver beat Merlyn slightly easier than Sara beat Darhk, but Darhk (even at that point) was a superior swordfighter than Merlyn was so IMO the scaling puts them on a pretty even level. Oliver's only other sword feat worth mentioning (IIRC) is his fight against Ra's, but Ra's held the upper hand throughout and could have ended the fight at multiple times so I don't think that scaling really does much for Oliver. Sara's other sword feats consist mostly of fodder fights that Oliver could also replicate, so this scaling is probably the best way to compare them in a swordfight.

On a serious note, Ra's is definitely the best swordsman here. I'm more impressed by Sara's swordsmanship than Oliver's. She consistently defeated Darhk more efficiently than Oliver defeated Malcolm, who isn't really know the same level as him IMO.
