Cheetah at various times has fought the League, kept up with and hurt Flash, repeatedly gives Wonder Woman extreme trouble.

Don’t really recall Arkillo being a similar level threat. Of course one could say Hal or Guy > Wonder Woman or that Arkillo’s powerset (flight, constructs, can engulf Cheetah in an energy bubble etc) is very useful against a more physical fighter like Cheetah.
