Arkham Batman VS Venom Snake

Diamond Dogs are hired by Scarecrow to invade Gotham City and capture/kill the Bat Family, essentially replacing the Arkham Knights role in the game.
Snake has 1 week to prepare before a wormhole brings the full forces of Outer Heaven to Gotham. Snake only has basic info on the Bat Family. He does not know any of their identities. Scarecrow will not help Diamond Dogs whatsoever, and Diamond Dogs don't know about the Clock Tower, the Theartre, Wayne Tower, or Wayne Manor.
Outer Heavens resources:
1,700 Soldiers (spread across the city)
Sahelanthropus
All buddies with best gear
And a few hundred tanks, anti air defenses, and helicopters to spread around the city
Snake has a composite Parasite Suit and Bionic arm
Miller & Ocelot for support

Batman, to make this fair, is cured of the Joker disease and is willing to trust his allies to fight with him. He also has basic knowledge of Big Boss and Diamond Dogs.
Batman's resources:
Nightwing, Robin, Catwoman, Azrael, & the GCPD
Fully upgraded suit and all gadgets
2 Batmobiles
Batwing
Oracle, Alfred, & Lucius Fox for support

I'm not seeing how Batman takes on Ahab along with his entire army. If the Batfamily were to defend Gotham against an army, it can't be an army with leaders like Big Boss, Ocelot and Kazuhira Miller. Those three guys can go in alone against the Batfamily and it's a debatable thread. But they have all the soldiers, Metal Gear, and even Parasite Suit? All these resources and recourses, Gotham will surely be set on fire. Batman might be forced to go underground for years while he carefully plots a counterattack.

Diamond Dogs stomp.

Way too many resources and gear.

Honestly all that is needed is Ahab, Ocelot and Kaz. Also, is Quiet in the DD army? If so this is a mismatch.

And the parasite suit already makes this a stomp.

Arkham Batman could eventually win this if morals were off, otherwise this plays out like Arkham Knight except with infinitely more competent villains.

Batman can win against Venom Snake 1v1, and should win against any group of Diamond Dogs soldiers using the same tactics as normal.
