Dose that mean Vlad's stake NP is in his "marked" domain or outside it?Vlad would not use his other NP if we are in character so i'm going to skip it.
Anyway, the "marked" domain is very important to Lancer cause it give him rank up in stat and allow him to use his NP of choice at full potential so we need to make that clear first.

Emiya is way one of the worst archers compared to Atalanta or Chiron. Vlad was blocking Atalanta's rank A arrows with his stakes, pretty sure the low tier Emiya will never put an arrow close to Vlad. HE even pierced the godly skin of Karna, a Gilgamesh tier servant.

Rank EX: demonic defender of the state and +A Legend of Dracula is stated to be able to easily tear apart a godly blood servant like Karna or Achilles. Even his his core is destroyed he will regenerate and become unkillable with a cloud of smoke and bats.

I am tempted to side with Lancer. The starting distance (10 ft since it's not specified) does indicate that this will delve into melee combat, which Vlad would have an edge in really
In universe Archer would be destined to lose assuming the fight is in Romania. He's not meant to be able to take big names. I don't know how the feats from the LN compare though.

Emiya is doomed
To be fair, stats in the Fate universe don't really paint a complete picture, for example, you have to factor in fighting styles, bad match ups, etc.
Through before I continue and make a case for Archer I need to confrim are we talking about The Hero of Wrought Iron or are we talking about a different version? Because only Hero of Wrought Iron version of Archer is going to stand a reasonable chance. Archer's NP also, while shown as low power is not even remotely close to low power, but depending on which version of Archer we're talking about depends on if he can trace divine weapons.
@lunarheretic: He was attacked by Surprise By Artoria and had to take that blow for Rin. Regend could push back Herc, you say him losing as if it's bad? Cool, and EMIYA would have killed Medea.

Awww, he can't trace divine weapons then. I don't think he'll have a chance, Vlad can keep up almost as much pressure as Emiya in his reality marble so the only real chance he'll have is a sneak attack or trying to finish it quick with Unlimited Blade Works...and UBW takes quite a bit of mana to sustain. I don't imagine he'll be able to keep it up for more than 15 minutes with Tohaska's full mana reserves.

Funny part about the suicide via Excalibur image is when he made that statement he was masterless, correct? So wouldn't it stand to say that he could trace excalibur with Tohasaka's mana and still continue fighting after?
If Vlad's territory is turned off in UBW then Emiya has a chance, inside UBW Emiya is a broken NP spamming monster, he'll push Vlad the same way Vlad pushed Karna.

If you are referring to the time EMIYA traced Rho Aias vs Lancer he was under Medea so mana wasn't his problem. He takes feedback when a Rho Aias petal breaks.

He "threatened" to trace it in UBW but never did, stating it would dry out his mana (at the time he had no master and was functioning purely off of independent action). I actually shiver to think what a broken NP Excalibur would do...

If less skilled Emiya in UBW can go toe to toe with Gilgamesh I sincerely doubt Vlad is going to keep up. Keep in mind this is based upon the assumption that marked territory is broken in Unlimited Blade Works, if not he can keep up.
@diydeath: no he can't, and he got almost killed by Gilgamesh. UBW is just a direct counter to GoB, but it's just that, his NP wouldn't work against a skilled warrior.
Vlad was able to beat both Karna and Achilles with his Legend of Dracula. Emiya has no chance
