@caocao: Could he 1v1 anyone in the HST? Arguable.
It really depends on the version of Accelerator that we are using here. I saw they are using Accelerator without wings, which means his base form. That is probably arguable, but even here we have a abilities and feats that can kill most of the HST characters.
This is how Accelerator his ability works:
That boy could alter all vectors be they motion, heat, or electricity, so he would not be injured even if he were directly hit by that last resort of a nuclear missile. He would just reflect the shockwave that would blow everything way, the heat that would scorch everything, and the neutrons and radiation that would kill everything. He was Accelerator, Academy Cityes strongest Level 5.
Two examples:
One of the delinquents surrounding Accelerator hacks a knife at his back, but Accelerator doesn't look back, not even giving a look. The delinquent exerts all his weight onto the sharp edge of the knife as he attacks at that seemingly defenseless, weak back. [...] The sound of bone breaking can be heard from behind Accelerator. Accelerator his defense ist automatically. He doesn´t have to react to his enemies:

Accelerator doesn´t have regular defense shields with a known limit on speed or power. That´s because he didn´t block those attacks, he deflect it via calculations.
And before other people now say NLF, Accelerator deflected even lightspeed attacks:

Accelerator had caused the reflection but he didn‟t understand the process by which it had turned to light.
And teleportation:
When he reflected teleportation powers, a strange phenomenon occurred in the 3 dimensional world, but this had felt entirely different.
So, he already can reflect physical damage, included energy, plus magic and attacks and that can teleport.
And that is Accelerator, before he get his really insane powers. Its is the Accelerator that we are talking about here.
He could stomp 99% of the HST with his Bloodflow control:

The heat of 10,000 degrees caused a burning pain on Mikoto's skin.
Accelerator can even manipulate unknown energies, for example dark matter:
"The Dark Matter I create is matter that does not exist in this world. Ites not matter not yet discovered, nor matter that theoretically exists, but matter which undeniably, does not exist."
A material made by an ESPer ability that cannot be classified by science. [...]
"Indeed, you can control matter that doesnet exist in this world." Accelerator only wagged his index finger and made a feel free to do your worst expression.
"The laws written in school textbooks donet work on them, and light and electromagnetic waves that come in contact with the Dark Matter get twisted into energy that canet possibly exist. So using energy calculation algorithms based on rules of this world will definitely have flaws." [...]

The victor in the match between the Number One and Number Two has been decided.
His first black wings arw btw. are made of Dark Matter too.
The only relevant ones here against Base Accelerator are the immortals from the HST with low godly regeneration, but they are really rare. Bleach probably has one, at leas here, we need Accelerator with conceptual abilities, which he has in his current form.
But there's no way he is soloing the whole verse. Combined they would stomp him, there's too many OP abilities involved in the HST.
Accelerator fought against really dangerous enemies, who could blink the HST. How can they stomp Accelerator?
Accelerator deflected attacks from Archangel Gabriel, who is a solid star level character:
