She wasn't. First off, Kaguya shared he powers with her sons, and there were not anyone at that time with Chakra besides her and her sons.

Secondly, Back then she was incapable of doing chakra taxing abilities, like Expansive TSB, Portal opening, and changing the Environment. Lastly, Madara would destroy Momoshiki, All of momoshiki moves are ninjutsu based attack which Madara can easily negate with TSB. Madara has Senjutsu to easily harm Momoshiki which According to Uraishiki is dangerous weapon to them.
