Why doesn't Batman have prep time against rogue gallery?

Why instead of heroes? He could stop Black Mask, Joker etc everytime they go out of jail and kill someone. This is a guy who can stop people like Superman with prep time and so on. So he could definitely put an end to the endless jail escape and make a real change in Gotham.

Because then he'd have no way of fulfilling his fetish for punching the mentally ill.

He actually has.

He always carries a Joker Venom/Scarecrow fear gas Antidote in his belt. He carries Cyro-pellets to be used against Clayface. He has an overheat device to be used against Mr. Freeze. He has installed some stuff in his cowl that protect him from Poison Ivy's pheromones as well as the Mad Hatter's mind control. He has a Sonic Emitter installed in his belt to take down Man-Bat(s). He also has an EMP device which can be used whenever he fights a tech based enemy (though some writers forget about that one). These are all gadgets that he consistently carries with him, or at least has them ready for use whenever he has to fight a specific enemy.

But since most of his enemies main form of offense is psychological, Batman has to depend on his own will power above all of his gadgets. Sometimes, prep is psychological, for example, when it comes to Two Face, using his own inability to make choices without the coin against him, exploiting Riddler's constant desire to prove his superiority as well as his compulsion to leave riddles, has threatened to kill Ivy's plants in order to make her stand down, cutting Bane's Venom tubes off and proving his own superiority against him.

As for preventing the crazies from escaping, he has tried many things. He helped fund Arkham Asylum and Blackgate to install new security measures, he's tried to shut off all underground exit tunnels, he once even had Nightwing pose as Joker to survey things from the inside. He's tried a lot of stuff, but the criminals somehow find a way to escape.

And why instead of heroes, because guys like Superman or Martian Manhunter have more exploitable weaknesses than someone like the Joker, who despite no having powers, is a hopeless and unpredictable psychopath, and the best way to take him down, is to beat him down. "There's nothing wrong with him that I can't fix...with my fists".

This and hopefully Arkham Manor shuts up everyone complaining about Batman not having an active role in keeping his villains incarcerated.

He doesn't need one for most of them, but he does have some for those that he does need one for. Now he has antidotes to fear gas and is already inoculated against a lot of strains of them, he has electricity to beat Clay face, and even a type of freeze ray to beat Talons.

Sure he does. It's that most writers conveniently ignore them so that Batman's fights with his rogues last more than five minutes.

For example, putting away the Joker nowadays shouldn't be more than a fifteen minute job for Bats, since modern generic-psycho Joker is extremely predictable. It's just that writers have a tendency to make Batman act like a moron whenever Joker is around.

People who bitch about Bat-God should take a look at Joker's track record. The amount of near-impossible crap he has managed to pull off is ridiculous.

So the world greatest detective can't figure out how Riddler etc escapes? Like how many times have these thugs escaped?

@redwingx: I don't really get the point of this question. You asked why Batman doesn't get prep time against his enemies, and I proved that he does, and in most cases it works.

Now why do they keep on escaping. There's two reasons for that. First, like most people here said, because of a plot device. Let's face it, these are popular villains, they can't just kill them off, so the only to bring them back for new stories is either by having them escape from prison or "the body was never found". If you keep them in prison thanks to some wacky Bat contraption, there will no longer be any new stories for these villains. Another thing, it's really only the Joker who's treated Arkham as a revolving door, where he comes and goes as he pleases unexplained, when the others escape it's usually part of some big story where someone helps them escape. Also, by your logic, why can't Earth Mightiest Heroes keep their enemies in the Raft? Why can't Superman keep his enemies in the Phantom Zone? Why can't the JL keep their enemies in Iron Heights? Why can't the Fantastic Four keep the Annihilation Wave in the Negative Zone? etc..

Secondly, Plot device aside, within the context of story-telling, in some stories like Dark Knight, Dark City and The Black Mirror, it has been implied, or sometimes even directly portrayed, that Gotham City, particularly, Arkham Asylum, is cursed, and that the very structure is just as corrupted as the criminals that inhibited, and so that's another explanation why there's always crime in Gotham, the very core of the city is evil and enables the bad guys to escape and cause havoc. Even a case can be made, that the Court of Owls has been manipulating things from the inside and they are the reason for these escapes. Batman has done everything a man of his resources can do. Maybe it goes beyond being "the world's greatest detective" to keep the bad guys in Arkham. Now with "Arkham Manor" we'll see what he can do next.

As crazy as it sounds, keeping the Joker in Arkham is a lot harder than outwitting Ra's Al Ghul, defeating White Martians, taking down the entire Justice League and beating up Superman.

@redwingx No. That's not what Baman is all about. If he did kill them, he wouldn't be any better than them. Batman doesn't kill. And even if he did, it'll just make things worse, Batman will go crazy, and he will be a far bigger threat than his entire Rogues Gallery combined.
