Why are multivolume issue numbers flattened?

Let's take for example Airboy, v10#4. Comicvine lists this as issue #111, which is the "issue number" that would be assigned if Airboy only had one volume. I'm not finding any way via direct API calls to pull the real volume and issue number. That data is sometimes in the description but as free text I can't rely on the format to parse it. I can't think of any practical use for the #111. It is not mentioned in the actual comic. Why even have it? This artificial issue number makes API searches fail since there is no way to search for the proper volume-issue combination which is what a user would actually know. If the constructed issue number has to be there then how about making the real volume and real issue number available via API fields instead of just the description?
