What is the best strategy to make API calls?

I have read the most current guidelines that mandate the API calls to be spaced out by 1 second.

In addition to that, should there be an exponential backoff strategy in place?

This app will have an "auto-scrape-the-entire-comic-collection" feature, which could translate into thousands of API calls. I am following the best practices, when it comes to designing it, but what is the current guidance for bulk API calls?

I am building a comic book curation web app (yes, I know, another one) and I don't want to run afoul of the API guidelines and offer the users a clear, transparent view of where the scraped data comes from and what their expectations should be in terms of response times, and perceived load times.
