He was wanted by both the criminals and the cops, due to his vigilantism practiced upon organized crime. He owned a power suit, that can make its bearer invisible. And when the invisibility is turned off, he starts to cause. It`s "caused by the light rays, that have been broken, coming together".
Like alot of golden age superheroes and/or men and women of action, he had no qualms about taking the lifes of his opponents.
