Kit Walker returns to Plymouth to visit his uncle Jonathon, only to find that his uncle has become the hapless victim of a financial fraudster. Loan agreements have been falsified to extract repayment of a debt that should never exist. The perpetrator of the fraud, one Nicholas Bixley a printer, is doing it because he himself owes money to a very evil Usurer by the name of Mr Hanley who has been using extortionate death threats. Fearing for his life Bixley attempts to falsify documentation that make it appear that the Walker family owe a large debt on a ship purchased many years previously by The Phantom's father.
