    Fiona Webb races towards the Flash. In her delirium, she believes she sees her fiance, police forensics scientist, Barry Allen. Just before she reaches the Flash, Webb throws herself on another hospital patient . With the Flash restraining her, Webb is sedated. Webb's emotional distress is so severe, that she is hallucinating Allen's face on everyone she sees. Police Captain, Darryl Frye, and Detective Frank Curtis, assure Henry and Nora Allen that they will find their son. The media goes into a frenzy over the grand jury's decision to indict the Flash, on charges of manslaughter, in the death of Professor Zoom, the notorious Reverse Flash.

    The Flash aids firefighters, in rescuing two people trapped in a tenement fire. Watching from afar, the Vultures, a street gang, take umbrage towards young Angelo's newfound friendship with the Flash. Angelo shunned membership in the Vultures, earning their ire. The Flash speaks privately with his parents, the Allens. The Flash admits to destroying his own apartment, and ending his civilian life as Barry Allen. The Vultures attack a homeless man. Surprisingly, this man turns out to actually be the Super-Gorilla, Grodd. Three of the Vultures are deemed worthing of serving Grodd. The fourth man, Iggo, Grodd slays.

    Grodd assaults the minds of the Vultures, causing them to hallucinate a horrific burning death. Grodd then probes their minds for information. Grodd takes an immediate interest in Angelo, the young boy who refused to join their gang. Of particular interest to Grodd, is Angelo's friendship with the Flash. The notion inspires Grodd's newest scheme to destroy the Flash. The Flash is teleported aboard the satellite headquarters of the Justice League of America. Following an obscure bylaw in their charter, the team has come together to decide if the Flash can continue his membership within their august ranks.

    Aquaman, Wonder Woman, and Hawkman vote to expel the Flash from their ranks. The Elongated Man, Green Arrow, and Firestorm, the Nuclear Man vote to allow the Flash to stay, on a probationary basis, until the trial's outcome. With the vote deadlocked, it is up to Superman, who has just arrived, to issue the deciding vote. Superman ponders the matter for several moments, with the Justice League members debating what the Flash's ultimate fate will be. Finally, Superman is ready to cast his vote.
