The Silver Surfer has begun his plan to scare the populations of Ama-Prime and Brekknis into not starting a war with the image of Galactus. The Empress and Tol-Wes begin their negotiations. While the Surfer thinks that they are working together, they secretly plot to destroy two of their own ships simultaneously, in order for neither to have started the war.
The aliens soon learn that Galactus is merely an image, and full scale war breaks out. The Surfer meanwhile goes to find the child of the cosmic being who had helped him with his plan. After getting through the Organpirates, the Surfer comes to the child's chamber, where it is being tortured and controlled by Ruqtar Koil.
The Surfer frees the being and returns it to it's mother. He watches Ama-Prime as it lights up with explosions from the war. He had tried to avert this and failed, for he cannot stop life from committing it's atrocities.
