The time for games is over, as Rai brings his war, to the Japanese government's front door! But with the home field advantage, Grandmother sends Rai into the belly of the beast -- literally! It's Rai versus a gargantuan metal monster -- place your bets!

Out to rid themselves of Rai, their greatest enemy, the Humanists sabotage Japan's Nerveweb. Rai attempts to travel through the web, only to find himself trapped within, facing an electronic monster! Meanwhile, Kazuyo is attacked by Healer assassin, Makiko. Kazuyo bests Makiko, even as Rai escapes from the Nerveweb trap. But Rai is losing favor with the people of Japan, and the Healers couldn't be happier about it!

In this issue we find that some of the Proclaimers advisors have told him he should cut his ties with the Rai, thanks to Rai's waining popularity. At the same time the Humanists try and make their move to kill Rai and his wife who is the owner of some X-O Armor.
