    Not much is truly known about Neah Walker's past prior to becoming the 14th Noah Apostle other then he was Mana Walker's younger brother. (this could possibly be the reason he betrayed the other Noah though not confirmed) Sometime afterward he took control over the Ark making it impossible to operate,  he then plotted against the Earl in an attempt to take his place as to  what that truly means remains

     hidden ATM, during which the Earl killed him (a fact that the Earl regrets to this day), but not before promising to return to finish what he started. It is later revealed that the 14th would use Allen's body as a means to return to life and has shown on several occasions the ability to take possession of his body. Not much is known about what his abilities are. His power is said to rival that of the Earl's own.
