While the nine Justice League members who fought in the Earth/Mars war are transported to Earth, Superman, Wonder Woman, and Supergirl meet the Flash in the satellite—just in time to encounter three people who immediately transport the quartet to Earth-Two!
The Commander views the history of Earth-1. The Commander specifically searches for the Justice League of America. Supergirl, Superman, and Wonder Woman teleport to the satellite headquarters, of the Justice League of America, to offer support to the Flash. The Champion family appears aboard the satellite. The Commander attacks. The Champion family spirits the Justice League of America, and Supergirl, to Earth-2. The Justice League of America, and Supergirl, aid the Justice Society of America, in repelling an army of flying monkeys. During the conflict, a police officer explains the multiverse to a young boy in the crowd. The Commander assesses the threat potential of each member of the Justice League of America, the Justice Society of America, and Supergirl.
The Commander withdraws his army of flying monkeys from the battlefield. Superman confronts the Champion family. Victoria Champion explains that her father, theoretical physicist, Joshua Champion, disappeared, in the midst of running an experiment. Upon re-appearing, Champion was clearly wrestling with an outside, controlling force. The Justice League of America, and the Justice Society of America, split into two teams to deal with the threat. Doctor Fate, the Golden Age Green Lantern, Ian Champion, Supergirl, and Wonder Woman, confront the Commander's mythological armies, at the Pentagon. Doctor Mid-Nite, the Flash, Meredith Champion, the Starman, Superman, and Victoria Champion, journey to the Commander's home world.
There, they find a domed city, overpopulated by seven billion mindless workers. Inside the Commander's citadel, the group falls prey to a light beam that reveals their innermost dreams. Only Doctor Mid-Nite is unaffected, as he is blind. Doctor Mid-Nite detonates a black-out bomb, shielding the group from the hypnotic effect of he beam. Superman releases Joshua Champion form his restraints. The populace attacks the group. Working in unison, Doctor Fate, the Golden Age Green Lantern, and Wonder Woman vanquish the Commander's forces. Meredith, and Victoria, Champion teleport the Justice League Of America, and the Justice Society of America, off the Commander's home world, playing right into the hands of the Commander.
