Jack Pulver was born in California, and joined the Circus of Crime, specializing in being shot out of a cannon. He wore a suit with pads on the shoulders and torso that minimized injury upon impact. When the Circus fought the Hulk, he shot himself out of a trailer mounted cannon, armed with a replica of Thor's hammer. The Hulk punches him far away.
In the next Circus confrontation, he faces Spider-Man, using a bullet shaped helmet as a battering ram. Spider-Man pulls it over his head and uses him as a javelin against his teammates.
Later, he branched off into the Masters of Menace, but rejoined the Circus of Crime. He later appeared as a member of the Hood's Gang.
Pulver is usually defeated due to his low intelligence and style of fighting (shooting himself at foes).
