Batman states that it makes Gotham City look like Metropolis. This slum sits right outside the White House, but is often ignored by those who have the power to help. Hell's Heart is run down with criminals running rampant and the highest percentage of AIDS victims in the country. Even cops avoid setting foot in the neighborhood, letting gangs roam the streets freely.
Traci 13 sends a mysterious letter to Lana Lang, wife of Vice President Pete Ross, asking for help. Lana leaves to help find Traci's father, but she falls victim to the Heartbreakers. Superman ventures into Hell's Heart to rescue Lana.
After her rescue, Lana uses her influence to try and improve the conditions of Hell's Heart. Bruce Wayne also offers to donate money to local AIDS clinics.
