After Vril Dox lost control of L.E.G.I.O.N. to his son Lyrl, Borb was one of the small group who stayed loyal to Vril and joined his R.E.B.E.L.S. group.
Borb can instantaneously teleport himself and others over short distances, making him particularly effective in a fight, since his whereabouts can change in the blink of an eye.
Borb is level-headed and has displayed some talent as a diplomat.
Borb had a major crush on Stealth, but she did not return his feelings.
