He shaped those of his government by using the Force against them. He used it to control his fleets and to drive his soldiers on to victory. He used it to destroy his enemies from a distance and learn of conspiracies against him. Without it, there was no way the Empire could endure, as he had designed it. The Dark Side flowed through him like some primordial ichor and was the key to all his power.
Soon he was ready to strike. Fully healed and in greater control of the Dark Side than ever, he finally acted to end the Mutiny.

Concerning feats, RotS Sidious has a longer list of combat feats, between killing Jedi and wrecking rival dark siders, but what few combat showings DE Palpatine does have are still good. Same is true for comparative physical feats. Comparing Force feats, one obvious skill DE Palpatine has that RotS Palpatine never did is Force Storm, which he learned some time after RotS but before RotJ and was perfecting it until DE. His skill with the Force Storm was sufficient for him to generate wormholes at will, accurately enough to collect Luke from Coruscant and transport him unharmed to a ship which brought him to Byss. He also appears to have greater reserves of Force energy, having himself become a Force nexus. Palpatine's mastery of Essence Transfer is similarly impressive, a skill he never learned until well after RotS. Although Evasive Action portrays Palpatine beginning construction on Byss and draining its inhabitants, construction and population of the planet never finished until some time after; his mental subjugation of Byss is something he didn't appear to exhibit in Evasive Action and thereby must have occurred later. His dark side influence over the Empire gradually grew after its initial inception as well. Despite RotS Palpatine already having spread his darkness over the galaxy and imbalancing the Force toward the dark side, his penumbral influence continued to expand in the years leading up to RotJ until, as the DE sourcebook tells us, the Empire is completely unable to function without his dark side control and guidance. His Sith alchemy and his various creations were developed mostly after RotS as well.
Overall, combatively, there probably isn't much of a difference between them, but as regards knowledge, mastery, and the progression of Sith techniques, Palpatine did grow after Revenge of the Sith. DE Palpatine is the most powerful and formidable incarnation of the character, the unreliability of his clones notwithstanding.
