Actually, I am from Maine, and have had a couple people think my accent was English. (Just a couple) I think it's because it's a more precise way of speaking in New England in general, and when you add Emma's New England upper-class snobbishness on top of it (think Kate Hepburn) you end up with an accent that people who aren't very familiar could mistake for an English accent.

Well, either Morrison didn't research his character (which he almost never does) and assumed she was English because...because...he liked her I guess, or she was BSing the cab driver.

she does have an accent but people in different surroundings speaks different thats why we think she has an accent. Like my cousin says me and my sis have accent and were from new york and since me and my sister hang around eachother all the time we don't see it but y since my cousin is from downsouth we can hear his accent so that could be a reason why :p

Emma wants to be English. That's what this is all about. It's also part of the reason she resents Psylocke so much.

I think that Emma has an English accent the same way Madonna has one. They both thing it makes them sound more sophisticated so they affect one.

her parents have Boston Accents, but alright.

   I once read she was educated at a private girls school in England (though I think over there it's called a public school), so that may be it. Spend years in a place, and you pick up the local color (colour?), just like when I moved from Michigan to Florida. After 8 years, I was slipping into a faux-southern accent without meaning to. Once I realized I was...

"y'all" was probably my  first word when i was little. but Emma went to a Private School in Massachusetts, and then lived as a homeless person in Massachusetts, then began stripping at the HFC.

She got the accent from her mind-meld with Astrid Bloom, an English Mutant Telepath.  She tells people she spent time in England, but really it comes from all the memories/personality she experienced from spending time in Astrid's "noodle"
