Garou isn't DBS tier, he's actually way below that. He would hang around Freeza Saga level characters comfortably, however. With wank involved, he could hang around early Android Saga i.e Android 17 and Android 18's level.

Personally, he would fit comfortably in Z. He's probably beyond everyone in the cell arc. Buu saga is where he gets put in his place. He gets embarrassed in the beginning of super much less BoG.

Garou is somewhere between Cell and Buu Saga in my opinion. He seems solar system level+ to me
