@watcher5000: The only consistent showing Wally has of being faster than Bart is Wally's Flash showing against Bart's Kid Flash/Impulse showing. There is context with Wally beating Zoom who is ridiculously superior to Wally it isn't even funny. Bart literally uses all of the Speed Force, not just a portion of it like all other Speed Force Conduits. And Bart's showing against Zolomon does not involve plot but overall being superior to Zolomon who is way superior to Wally. Plus Wally needed to steal Jay's and Jessie's speed in order to keep up with Hunter.

@krleavenger: Wally wasn't amped at all in his fight against Zoom the second time they fought. You are thinking of the first time they fought.

@jakai: Well, as long as we are calling Savitar human, then he is the fastest speedster. He was the original speedster, the first person to obtain the Speed force. If we ignore Savitar, then it's definitely Barry Allen as the Future Flash. You said that Wally can go faster than instant teleportation. I believe Barry has done that before, under the same circumstances. However, I don't remember clearly, so I could be wrong. But even if I am wrong about Barry being omnipresent, The future Flash is much faster than Bart or Wally.

As stated by others, Wally West (Pre-Flashpoint) is the fastest speedster and fastest man alive. Now that he's back in the New 52/Rebirth Universe, we know that is a done deal now. Yeah, he's younger, but there's no reason to believe his past feats don't count because they do. He has the better feats compared to Barry Allen and any other speedster.

I don't count Hunter Zolomon as a true speedster because of his time manipulation powers. He's not actually running fast, he just looks like he is. Plus, in the New 52/Rebirth Universe, does Hunter even exist like he once did or has he been retconned? So, there's that to consider too. As for the Black Racer, I'm ignorant of that character so I don't know of any feats. But I will add that however fast he is, Wally is literally faster than teleportation, instant travel. That alone puts him in a league of his own. Granted, that was when Wally was under the best of conditions and absorbed the speed of everyone on Earth but still, it's his feat and he did it. That puts him above everyone on my list, including the Black Racer.

There's no question in my mind who the fastest speedster of them all. It's Wally West. No one else has the feats to prove it like he does.
