After a helicopter crash and being shot while delivering stolen data to Batman, Catwoman is found near death on a rooftop by The Penguin. Hurt by Luthor's double crossing, the Penguin convinces Catwoman to steal anything she can from Luther to embarrass him.
Catwoman hijacks a team of battlesuits to help her steal equipment and supplies from Luthor, which Penguin then uses to blackmail Luthor into leading him run the underground in Luthor's "new Gotham"
