At a secret location deep in the icy Black Dragon River Province of China, a secret project, a joint effort by the Government and private enterprise Fa-Da Industries work to bring back a long dormant champion to once again be a symbol and protector for his homeland.
Created during the infamous 'Great Leap Forward' campaign under Mao Zedong, he is seemingly the only surviving member of a project aimed at creating a superhuman soldier. But unforeseen side effects of this process soon began to threaten his life, necessitating the need to cryogenically freeze him until a solution could present itself.
Now, at the dawn of a new age for China, they have found a way to bring him back. But it is not the same world he knew. A vastly changed Chinese society, that has largely turned it's back on the Maoist mindset he was raised on. This clash of viewpoints and philosophy makes itself known at the international press conference that was meant to introduce him to the world.
Unbeknownst to the Captain, a PR stunt was staged... a criminal steals a woman's purse amidst the throng of reporters. They expected Captain China to beat him up, and retrieve the purse. Instead he simply pulled out his specially-made pistol and killed the criminal in front of the reporters. This creates problems and tension between the revived superhero and his higher-ups.
News soon reaches them that the United States President, Barack Obama, is set to visit China for a diplomatic visit. Fearing further embarrassment, the Government forbids the Captain from even approaching their high-profile visitor. Unfortunately, they receive a dire warning from a shadowy villain, threatening to assassinate the US President during said visit. Said mysterious stranger name-drops Captain China, stating that only HE could stop the plot.
Not wanting to believe such a threat, and doubling the President's security detail, the Chinese Government opts to keep the superhuman on the sidelines.
Not wanting to have such a massive crime occur on his home soil, the Captain manages to escape from his confinement, arriving just in time to save the US President from a vicious masked assassin, calling himself 'Bloody Cross'. The two opponents battle it out, but the villain soon shocks the hero by revealing that he knows the man's real name. Taking advantage of this opening, Bloody Cross unleashes a smoke grenade... escaping amidst the resulting chaos.
President Obama thanks the Captain, and the rest of the visit continues without incident. Captain China begins to accept his new role, regardless of how much his country has changed.
