During World War II, Steve Rogers volunteered to receive the experimental Super-Soldier Serum. Enhanced to the pinnacle of human physical potential and armed with an unbreakable shield, he became Captain America. After a failed mission left him encased in ice for decades, he was found and revived by the Avengers, later joining their ranks and eventually becoming the team's leader.
Well, turning a character into something that contradicts everything the character stood for is stupid, but perhaps it'll lead into something fresh and entertaining, as hard is that is to admit. :/

Well, to be fair, it brings $$$$$. However I do think that it can lead to something entertaining. Without a contrast, there is no hero, so we'll see how this'll eventually play out. I just hope it leads to something well-developed and well done.
Guys he's brainwashed, the being who restored his powers was created from shards of the same cosmic cube that was used to transfer the Red Skull's mind back in Brubaker's run. His memories were probably re-written.
While I'm not 100% happy with the development of HydraCap, I remain cautiously optimistic. I don't think Marvel is stupid enough to torpedo a character right after their movie grossed a billion dollars, of course I've been wrong before.
My thoughts are that Skull got to Kobik first and used it/her to either implant false memories, or alter Steve's past a little bit in key areas to make him "Hydra" even before he got his youth and SSS back. By the end he'll overcome it somehow, and use Kobik to restore his memories or past.
