    Sam first appears in CA:TWS, which establishes that Sam's Exo-7 suit was part of an experimental military project.

    His tech goes through some change in Avengers: AoU and Ant-Man, with the most noticeable changes being his goggles and chest rig.

    Then in CA: CW, he's gotten some advanced drone and missile technology added to his gear.

    Based on Tony's comments in CA: CW about not having a friendship with Sam, and based on the fact that Sam was able to catch Tony off guard with his tech, it can probably be assumed that Tony didn't upgrade Sam's gear.

    If that's the case, then who did? Heck, who invented it?

    Could it be tied to the MCU Tinkerer or Vulture?
