One of the most bizarre criminals in Gotham City, the Ventriloquist (real name Arnold Wesker) is a crime lord who directs all orders (and executions) through a wooden dummy named Scarface. A female crime lord, named Peyton Riley, has also assumed the alias after Wesker's death.

Dr. Shondra Kinsolving was a love interest of Bruce Wayne during his paralysis. She appeared during the Knightfall storyline.
Dr. Leslie Thompkins is a Pacifist doctor operating out of the toughest part of Gotham's criminal slums. She was a colleague of Thomas Wayne and a close friend to the Wayne family.

Sasha worked as a bodyguard of billionaire playboy Bruce Wayne and became the Black Queen of Checkmate later. In DC Rebirth, Sasha was re-introduced as the Director of A.R.G.U.S.

Dr. Hugo Strange is a brilliant but disturbed psychologist with an obsessive vendetta against Batman. In addition to being one of Batman's earliest foes, preceding even the Joker and Catwoman, he is also one of the first & few to successfully deduce that Batman and Bruce Wayne are one and the same.
Captain Tootsie is a Golden Age superhero who appeared in advertisement comics for Tootsie Rolls and related products. Bears a striking similarity to Captain Marvel/Shazam. Recently, Captain Tootsie has resurfaced in Savage Dragon.

Mario Falcone is one of Carmine "The Roman" Falcone's sons and new head of the Falcone Family.
Tony Zucco is the mobster who arranged the deaths of John and Mary Grayson for failing to pay protection money.
Basil Karlo was an actor who upon discovering that a remake of one of his classic horror movies was being made went insane and began killing the cast and crew, wearing the mask of the film's villain Clayface, until stopped by Batman. Initially having no superpowers, Karlo joined with a group of other "Clayfaces" and stole their combined powers, allowing him to shapeshift into any forms he wants.
