As it says above, what characters are there that Batman simply cannot beat them, no matter how much preparation he does?
 
The only one I can think of, off the top of my head is the Phantom Stranger due to the lack of knowledge about him.

With or without plot... He can beat anyone with prep... DC has already stated this... In a comic, he would find a way. I am sure that there are characters DC would not target, just because they know people would be like PIS... but still... Phantom Stranger is a good one, but I think Bruce could get him to sabatage himself somehow.  With Prep Batman can use his Contacts correct? "

Because of the existance of artifacts like the cosmic cube, infinity gems, power batteries...etc. Don't think for a second that if Earth was about to be ate by Big G-man, and Batman knew way ahead of time... then if Reed can do it. Batman can. As for Doomsday, Batman borrows the Mother Box, and a Boom Tube and sends Doomsday into a black hole. Again.. with endless resources, and determination, Batman wins!!

What's the definition of "beat" here? I'm going to say Joker.  
 
Joker's goal is chaos, killing and mayhem. He's been doing this successfully for tens of years right out of Gotham. Batman can slow him down by throwing him in Arkham but he always easily escapes. Batman can't beat the Joker.  I'm adding Martian Manhunter and Wonder Woman ten years ago to the list.
