    None will be A list but poison ivy can be a very deadly force.

    Scarecrow too but less. I would say clay face but batman nonchalantly beats him with a taser now so no.

    @ultrastarkiller: Hurt is a great villain but I just personally didn't like him. I was not a big fan of the devil worshipping, psychological, Thomas wayne stuff. It was a little to dramatic and unnecessary for me. Thomas Wayne obviously isnt being brought back to life, Hurt annoyed me sometimes.

    Mr.Freeze is one of my favourite batman villains. I think he would be amazing if used properly.

    Not really, we never got the confirmation, and he's supernatural, he's one of the few characters who can come back to life and it will make sense.

    there's never really a point, he doesn't have to be different to be a threat.

    Aren't these guys already A-List?

    Poison Ivy, Scarecrow and Mr. Freeze are easily three of the most recognizable Batman villains. Clayface and Killer Croc, less so, but still miles ahead of the competition.

    Actually, I'm not even sure about Clayface. He might be in Batman's top ten nowadays.

    You want actual non-A-Listers, pick someone like Captain Stingaree or Zebra-Man. Or the Spook.

    @orangebat: OP meant A-list in terms of being an overall global threat. You're not really going to see Croc and Clayface scare Batman into speed dialing Superman for backup.

    Freeze is an interesting choice.

    While he definitely has the ability to be AAA, his motivations (pre-n52, not the creep that Snyder made him out to be) suggest that's not his purpose.

    The existence of Swamp Thing really makes Ivy's claim to being a true GLOBAL villain very, very diminished.

    Killer Croc...er...no.

    Scarecrow probably has the best claim to being a global terrorist. But what would his endgame be? He could threaten to plunge the world into a state of fear, but for what purpose?

    Freeze is the smartest guy on the list. If he spent less time trying to save Nora, and more time attempting to takeover, he would be a force.

    He got demoted after Batman and Robin came out.

    He is was in the Dark Knight trilogy and he's one of the main villains in Arkham Knight

    Anyone remember that YJ episode where Ivy spawned giant spores that spewed Joker gas in almost every major city? It would be interesting to see an Ivy written that powerful.

    @rustyroy: That's true. But he did get some love later in Batman Beyond. He appeared in a major episode of Batman Beyond, it was also the one where Terry's arch-nemesis, Blight, was introduced. However, it was the character's final appearance.

    I'd say Poison Ivy. She's got more power than most of these other guys, except maybe Freeze, but his overall post-Flashpoint character...nah!

    Personally, though, I do think Scarecrow has a lot of potential to be a much bigger threat than he's portrayed as. Amp up the creep factor, introduce new ways in which he can use Fear (maybe not make him a Batman Villain?) Possibly even make him a Sinestro Corps member?

    The Scarecrow deals with fear.

    He dont need to be horribly overpowered to play with this, so he works in all levels you could need him.
