There are many underrated batman villains such as the penguin, riddler, mr freeze, two face, man bat, killer croc, black mask, the reaper, mr zsasz, strik, the great white shark, Humpty Dumpty, firefly, Hugo strange, professor pyg, killer moth, magpie, mr toad, bane, crazy quilt, ten eyed man

Like I said batman has a lot of underrated villains like the penguin he has potential to be epic he can be a public mob figure pulling the strings,killer croc needs to stop being a joke give him intelligence and make him truly sadistic and have him be sympathetic character , black mask wouldn't change much with him I'd just use him more and killer moth now he needs to be more of a threat make be a challenge to batman because I'm sick of him being trashed on

Yes I have read all those comics and watched that series and does give a lot of underrated batman villains some time to shine penguin pain and prejudice is a great penguin story batman snow is a great mr freeze story there all great stories and I love beware the batman show
