I've never heard of a number of these characters, so I can't choose the best.

I'd think the better villains would be ones that bring something new to the table to challenge Batman with. Although, they have to be compelling characters outside of the challenge.

I'll go with Ventriloquist - Wesker.

She just appear in Batman: TAS ! And with crossing to comics and more appearances as character what she is, she can be great Batman villain ! Not so feminine as all other Batman female villains, muscled female terrorist, intelligent, with rough strength and skilled martial artist that can fight Batman 1on1 just with bare hands ! Maybe even and with Bane ! Just underrated as female villain in my eyes ! Lol this sounds perverted :P
