is it really fair to judge the movie's focus and exposure of a particular character based on one single statistic?
a fairer method is to get other statistics as well, such as how many continuous scenes does the character get, how long did the character appear on-screen, etc etc
The character is so devoid of personality I can't say I wanted more of him.

There are still plans to release the R-rated version and if they release the original cut we might get to see more of man of steel but doesn't change the fact that DC downplayed superman , maybe because batman has more fans and they wanted to satisfy the audience. Also batman probably has more screen time than SM even though it was technically a Superman movie.
Judging by the state of paranoia in the movie and how quick to violence everyone was I think all the characters had had too many lines.

That's much fairer. Especially since a scene's impact is much more important than it's running time.
