In the wake of No Man's Land a new creative team took over this title and intended to return it to something like it had been before so mnay crossovers had turned it into either a lull between crossovers, the lead in to a crossover, or the crossover itself.  Of course this didn't last long as Officer Down, Bruce Wayne: fugitive and War Games were on the horizon, but in the meantime the creative looked for a enw direction by inmtroducing a new collection of villains.  Most of these villains ended...
