At his funeral from when he died in fastest man alive 13 as his identity was revealed to the public as kid flash and since then has been resurrected in legion of three worlds and is operating with the teen titans again as kid flash. this doesn't make sense to me

There's only one page with a funeral and no where on it is Bart's identity revealed... in fact, earlier in the issue the Rogues look under the cowl only to note that none of them know who he is and that he's older than Inertia.
However, even if they knew the identity of that Flash, Bart was aged into an adult for Fastest Man Alive and deaged in his Lo3W return.  Being of a completely different age and build is a pretty solid alibi.

it'd be quite strange because the public might be ableto work out the other flashes' identities.
