    In Teen Titans he comes from he-knows-not-where so that could be "future" or "earth-2" or "future earth-2" or whatever.

    It's been confirmed that he's from the same time as the Legion of Superheros, and that he know's or knew the members of Legion Lost.

    This. I think Barry may have displaced him like the OP says or Bart displaced himself and it gave him amnesia
