Having discovered his mother murdered and his father blamed for the act, forensic scientist Barry Allen sought to clear his father's name and find the real killer. After being doused in chemicals and struck by lightning, Barry was granted the gift of super-speed. Now he protects his hometown of Central City as The Flash, the fastest man alive and founding member of the Justice League.
Who is the Best Flash?
Wally. Introduced us to the Speed Force, and showed us what it could do. Also, overall nice guy. The "Barry" that they've brought back has been pretty whiny and naggy.
I have been around comics for awhile, and when he was written correctly I think Wally West was the best. The first few years after he took over were the best. He seems more contemporary and approachable. More of an every mans hero. Toward the very end of his tenure as the main Flash the writing slacked off. (Twins that were never babies?)
But all in all, I got to go Wally. Plus, I have known him longer having followed him since the Teen Titans.
Barry Allen..... And that includes comparing him to all the other "Flashes" you listed. He is also better than any other speester in DC or Marvel. He is better than any of the speedsters in the indys (the ons I know of anyway).
And for those that say Wally found the "Speed Force" remember Barry made the Speed Force by generating the power for it with every step he ran.
I like them all but I'dd have to say Bart, while he was the flash it was established he was the fastest and possibly most powerful plus I'm just a big fan of his. BART RULES!!!!!!!!!!!!!!!!!!!!!!
Jay was the original and I like him a lot. Barry is a classic, but I think they really ruined it when they brought him back from the dead, unfortuantely Hals rebirth was much more meaningful. Wally just has a great character and I grew up with him, although I still read a lot more of the 70s and 80's comics then ,and not 90's.( I'm 15)

But I can see why so many people are sayin' Wally. He's most of the post crisis stories where as Barry got mostly silly pre crisis stuff.
wally west he did more as the flash with powers and the book being more talk then ever to me and dont get me wrong barry allen was nice as the flash as well but i have to go with wally
Who ever the smart ass one was. that what I think of the flash as, a cocky smart ass. And i love it.
Out of all the Flashes Wally is the fastest and he can do things with the Speed force no other Flash can.
I grew up with equal parts Barry and Wally. Barry was really cool, but I realized I only thought that because he was the frst Flash I knew of. Then Wally got the mantle, and he was a arrogant jackass. Still, Wally, in a shorter period of time, proved to be a better Flash than Barry. But, he only got to be that way because he was able to use Barry's experience before he acquired his own.
I still think Wally has grown and developed more as a character in his time as Flash, than any of the other Flashes before and after him. So my vote is for Wally West. After him, I'd say Jay Garrick, Barry Allen, Max Mercury, John Fox, then Bart Allen.

Barry Allen. In whatever time period he finds himself, he quickly adapts to it. He mentioned in Rebirth that the Internet was "really slow", suggesting his quick adaptation. Also, not knowing many of the present DC heroes due to his MIA, he quickly figures that they fight for the same thing the original heroes did. He knows and is willing to make the biggest of sacrifices in order to save his loved one. Even though Jay Garrick is a legend, Wally West is a role model father, and Bart Allen is the youngest symbolizing the future generation, I believe Barry Allen has made the deepest impact on the DCU.
