This season of Gotham is promising the rise of the villains. In season one, fans got to see the early beginnings of Riddler, Penguin, Catwoman, Scarecrow, and a slew of other familiar rogues, but it's pretty obvious that the focus of this season will solely be on these villains coming into power.
