    As we learn in JLU cartoon series episode "Epilogue", Amanda Waller created the project Batman Beyond to replace the current Batman who was getting older and slower. Her plans included killing Terry's parents in front of him. That part of her plan didn't work because Phantasm refused to kill them. Let's imagine Waller hired somebody else, who didn't hesitate. That's where I see the major flaw in Waller's plan.
    -) Bruce Wayne was grown by Alfred - Terry's family doesn't have "Alfred", so the boy is going to be sent to foster care. Growing up without a father figure is twice as hard.
    -) Bruce Wayne had his family wealth to pay for his travels, training and equipment - Terry has nothing. The best he can hope for is street fighting and/or military training.
    So even if Terry McGinnis turns into a crimefighter, it will be violent and unstable Punisher-like vigilante. I doubt that's what Amanda Waller had in mind.

    He'd probably go looking for the killer then the killer would tell him who hired him/her then Terry would be going after Amanda.
