Original Japanese title: Gakuen Toshi (学園都市).
It start with Touma Kamijou being chase by a group of level 0 thugs. The thugs are after Touma, because Touma was rescuing a middle school girl that from the thugs. But Touma was really trying to save the thugs from the middle school girl Misaka Mikoto Misaka Mikoto is Academy City's 3rd rank level 5 Esper. After, Touma stop running from the thugs when he reach a bridge. Misaka came up behind Touma and tell Touma that she beaten the thugs that were chasing him. Then, Misaka reveal to Touma her "Railgun" which she launch a coin three times the speed of sound. Misaka throw a ball of electricity at Touma, but Touma block it with his right hand. Touma then taunt Misaka about her luck. That taunt anger Misaka enough that she created a city black out. The next day, Touma's was going to let his futon outside his apartment, but he was surprise to find a Nun named "Index" asleep outside his apartment. Ever since, Touma found Index, his life change forever.
